Adam Hutchinson

Planning Committee Chair

Adam Hutchinson is the Recharge Planning Manager for the Orange County Water District in southern California. He is responsible for testing and evaluating new methods to increase the capacity of the existing recharge system, planning for future expansion of the recharge system, and assisting recharge operations in developing optimization strategies. He has over 30 years water resources experience. In his 21 years at the District, he has worked as Director of Recharge Operations and as Senior Hydrogeologist. Prior to working at the District, Adam spent seven years as a Senior Hydrogeologist for CH2M HILL working on a wide variety of water resources projects, with most having an artificial recharge component. He has an undergraduate degree in Geology, a master’s degree in Hydrology from the University of Arizona, and a master’s degree in Public Administration from California State University, Long Beach. He is also a Professional Geologist (PG) and Certified Hydrogeolgist (CHG) in the state of California.

Bob Bower

Technical Content Chair, International and Emerging Scientists Coordinator

Bob Bower is a Principal Hydrologist (MSc-Eng, Oregon State University) who manages WGA’s New Zealand operations. Bob and his family moved to New Zealand in 2010, living as dual citizens (NZ/USA) in Christchurch, on the South Island. Throughout his career Bob has traversed the field of applied water resource research including hydrology, hydrogeology, and the biophysical sciences both in the public and private sectors. Throughout his career Bob has demonstrated an inherent ability to act as a catalyst for the implementation of applied integrated water management, leading him to develop and steer ‘first of their kind’ catchment-scale aquifer restoration projects in both North America and in Australasia. The WGA team is currently working on MAR projects community-based sustainable groundwater management programmes around New Zealand. Bob is an internationally recognised technical leader in the application of Managed Aquifer Recharge (MAR) and is volunteering as the International Technical Director and Emerging Scientists programme for the next International Symposium on MAR (ISMAR) being held in Longbeach, California (2022).

Doug Bartlett

Technical Content Chair, North America

R. Douglas Bartlett is a Principal Hydrogeologist and co-founder of Clear Creek Associates. Over nearly 40 years, Mr. Bartlett has built a solid reputation as a hydrogeologist with diverse experience in groundwater computer modeling, hydrogeologic investigations, and mining-related hydrogeologic services. His water resources and permitting experience includes Assured Water Supply Studies for land developments, Underground Storage Facility permits at recharge sites, and Aquifer Protection Permits. Mr. Bartlett’s environmental experience includes groundwater contamination investigations involving organic solvents, metals, and other hazardous compounds, as well as the design of groundwater remediation systems for superfund sites. Mr. Bartlett also provides expert witness testimony in support of legal issues involving hydrogeology and groundwater modeling. He has developed extensive groundwater computer models to evaluate groundwater resources, assess the future impact of groundwater pumping, design groundwater recharge projects, trace the migration of contaminant plumes, and develop remedies to clean up contaminated groundwater. Mr. Bartlett also has considerable experience conducting hydrogeologic studies involving both water supply and environmental challenges at mine sites throughout the western United States.
